California State Preschool Program (CSPP) and Headstart Collaboration Program
The program provides both part-day and full-day services that provides a core class curriculum that is developmentally, culturally, and linguistically appropriate for the children served.

State Preschool Considerations for Prioritization
First Priority: Three year-old children receiving child protective services or at risk of abuse, neglect, or exploitation.
Second Priority: Three year-old children with exceptional needs from families with incomes below the eligibility threshold. Children from families with the lowest incomes are enrolled first.
Third Priority: Children with the lowest incomes are enrolled first. In cases of tied income, dual language learners are prioritized, followed by those who have been on the waiting list the longest.
Fourth Priority: After all other eligible children have been enrolled, three year-olds from families whose income is no more than 15% above the eligibility threshold. Within this group, children with exceptional needs are given priority, followed by income ranking, and then by the length of time on the waiting list.

Registration Information 2025-26
STEP 1: REVIEW CLASS OPTIONS
Part of the State-funded Registration Request Form requires you to select a Preschool Class location. You may choose more than one. There are seven locations for the State program and all classes meet Monday through Friday.- Head Start/State-Funded 6-hour classrooms (three hours on Thursday) at Los Peñasquitos, Pomerado and Sundance Elementary Schools and Del Norte High School.
- State-Funded 3.5 -hour classrooms at Del Norte High School, Valley Elementary, Rolling Hills Elementary, Morning Creek Elementary and NEW Midland Elementary.
STEP 2: SUBMIT REGISTRATION REQUEST
The State-funded Registration Request Form provides basic student information and a choice of preschool class [see Step One]. Complete the form to enter your child's name on our registration requests list. Please provide all information requested. If space becomes available, you will be contacted with further instructions.Please allow for up to 10 business days after completing the Registration Request Form to receive your initial contact from the PUSD Preschool Department.
STEP 3: INCOME Eligibility and Enrollment
You will be contacted via email when a space becomes available for your child. An invitation for enrollment will be sent with a link to choose your appointment time; it will also contain a list of documentation needed for eligibility. At your appointment we will be verifying your income criteria for eligibility, you will have to be able to provide some form of income verification (Examples: pay stubs, cash aid, CalFresh, Section 8, pension, unemployment, child support, self employment declaration). We will require recent income documentation from past one month for each adult in the household.The documents you will be asked to provide include:
- All Income records for most current month prior to your registration appointment (Pay Stubs, 2022 W2, SSI, CalFresh and other government assistance documentation, child support orders, etc.);
- Updated Immunization records for the child enrolling
- Birth Certificates for ALL children under 18 years old in your household. And;
- One copy of your proof of Residency (bank statement, driver license, cable contract, etc)

- If you are applying to a 3.5 hour program (CSPP Only) selection for our program will be based on rankings (Income Ranking Table for Fiscal year) and a decision will be made on or before 30 days after application.
- If you are applying for a 6 hour collaboration with Headstart class your selection will depend in your eligibility with Headstart (your application will be a two step process) Decisions will be made on or before 30 days after your application with PUSD.
